We deliver evidence based analysis for European institutions and other public sector clients within a collaborative, informal and largely non hierarchical culture.The roleWe are looking for a Policy Advisor/Data Expert with proven quantitative skills and EU policy experience. You will design and deliver rigorous, policy relevant analysis - turning complex evidence into clear, actionable insights for European institutions.What you’ll do (key responsibilities)
- Lead and author analytical reports, evaluations and impact assessments, ensuring clear, concise, and compelling messages grounded in evidence;
- Provide specialised input to multi disciplinary teams across varied policy areas; coach junior analysts where relevant;
- Design and execute data collection (e.g., surveys, interviews, desk research, microdata/statistics) using recognised methods from the European Commission’s Better Regulation guidelines and beyond;
- Analyse and visualise quantitative data (e.g., Eurostat, OECD, EEA, Eurofound), with tools such as Excel and either R, Stata, or Python, applying methods such as cost-benefit analysis, propensity score matching, difference in difference, among others;
- Plan and run stakeholder consultations, ensuring coverage of EU institutions, Member States and affected groups;
- Contribute to bids and proposals: analyse tender specifications, refine methodological approaches, plan work packages, draft concise budgets and risk/QA plans;
- Manage timelines and deliverables across parallel projects; uphold quality standards and peer review;
- Support and maintain client relationships from inception to final deliverable;
- Develop the learning culture of Milieu through internal presentations on methodologies and projects.
- Master’s degree in political science, economics, statistics, public policy, or a related field;
- 5+ years’ relevant experience delivering EU policy analysis/evaluations (consultancy experience an advantage);
- Demonstrated quantitative skills and experience working with EU datasets; strong command of Excel and proficiency with at least one of R/Stata/Python;
- Excellent written and spoken English, with a track record of drafting high quality reports;
- Solid understanding of the EU’s institutional architecture and policymaking processes;
- Organised, pragmatic, and able to prioritise a busy and varied workload; self starter with high standards for quality.
- Proficiency in additional EU languages;
- Experience preparing proposals under EU framework contracts/procurements;
- Familiarity using the European Commission’s Better Regulation guidelines for impact assessments and evaluations is a strong plus;
- Data visualisation/storytelling skills (dashboards, briefs, infographics);
- Project coordination experience (including managing team members).
