Post ContextACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.The Strategic Plans and Policy Directorate (SPP) acts on behalf of SACT to formulate policies, strategies, engagements, ACT contributions to NDPP, and analytical practices that enable the Commander to provide strategic foresight, planning, strategy and policy advice, concepts, and strategic engagement to NATO’s political and military leadership. Principal outputs include, but are not limited to: long term strategic foresight, strategic level concepts, situational awareness/strategic anticipation, Minimum Capability Requirements, Draft Capability Targets, Suitability Assessment of Allies and NATO Defence Plans, and regional and functional to security related environments.The ACOS Strategic Plans & Policy / Defence Planning Division is responsible for ACT’s contribution, in conjunction with other HQ SACT divisions, to the NATO Defence Planning Process (NDPP) steps 1 thru 5.The DACOS Defence Planning is responsible for management and delivery of the ACT contribution to the NDPP Step 2, 3 and 5.He/she will provide coordination of ACT SEE staff functions to promote efficiency, improve coherence, track issues/risks, and implement controls of ACT’s contribution to NDPP through all steps and ensure the forward planning for future activities are in place. He/she will act as a liaison between the departments within ACT SEE and the many stakeholders within the Defence Planning (DP) community, which includes flag officer-level positions within Allied Command Operations, the International Staff (IS), International Military Staff (IMS) and support organizations such as the NATO Communications and Information Agency (NCIA).Principal Duties:
  • Conduct short and long term planning in support of project management as it relates to the NATO Defence Planning Process (NDPP).
  • Responsible to the Deputy Director to Coordinate the day-to-day DP activities within ACT SEE.
  • Provide executive level historical references for NDPP cycle.
  • Coordinate staff DP functions to promote efficiency, coherence and quality of DP inputs to NDPP Steps 2, 3 and 5.
  • Provide Project management expertise to Steps 2, 3 and 5
  • Provide support to cross-functional DP integration with non-DP ACT HQ Norfolk Branches as required.
  • Coordinate with DPPA, DPI, ACO, IS, IMS, and NSHQ as required to manage ACT’s contribution to NDPP.
  • Support coordination of DP functions with CAPDEV CAP FWD, REQ FWD, AIRC2, and CYBER branches and their inter-relationships with the NDPP.
  • Identify, report, and manage risk in ACT’s contribution to NDPP.
  • Liaise with ACOS SPP Resource Manager to ensure budgetary requirements are met.
  • Prepare reports and presentations in order to enable informed decision-making.
  • Provide support to DP Branches for Military Judgement Panels. Coordinate and manage NDPP Project Boards.
  • Prepare Project Initiation Document (PID).
  • Provide Quarterly Project Highlight Reports and Project Closure Report for approval to SACT SEE Deputy Director and DACOS/ACOS SPP.
  • Provide NDPP project checkpoint reports as required by Higher Headquarters.
  • As required, provide NDPP historical data points.
  • Provide monthly, quarterly and annual budget reports to Deputy Director as required.
  • Other DP products as required by the DACOS DP and Deputy Director.
  • He/she will act as Contracting Officers Technical Representative (COTR) for multiple projects.
  • Position will make decisions about project deliverables related to NDPP.
Essential Qualifications / Experience:
  • University Degree in management information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
  • 4 years’ experience in international organization and / or national experience working in a Defence or military environment.
  • 3 years’ experience in leading projects and programs in a Defence related environment
  • 2 years’ experience within the past five (5) years in the NATO Defence Planning Process.
  • Project Management Certification.
Language:English - SLP 3333 - (Listening, Speaking, Reading and Writing)Desirable Qualifications / Experience:
  • COTR training is required (upon appointment to the post).
Attributes/Competencies:Personal Attributes:
  • He/she must exhibit negotiating and diplomatic skills in dealing with users and senior staff of Headquarters, the Defence Planning (DP) Community and with external agencies (NCIA) and with contractors.
  • A high level of tact will be required in the course of dealing with stakeholders to support the analytical part of DP.
  • He/she will have to exhibit both collegiate and team management skills, and be able to delegate and escalate within and outside of the DP community in SEE and in Norfolk.
  • Whilst dealing tactfully with internal/external DP and entities, he/she must maintain a firm control of the DP Project Initiation Document (PID) and its implementation.
  • He/she must be able to use knowledge and initiative to help the DP community to solve their project related problems during the development.
  • He/she must be flexible and able to work in more than one context simultaneously.
Managerial Responsibilities:
  • He/she does not directly control the work of others. However, he/she will have a high degree of influence in planning (PID) and coordinating how the DP work will be managed by the DP staff. Indirectly, it has significant influence on how DP is managed across the HQs and other entities.
Professional Contacts:
  • He/she will routinely interface with the following:
  • Defence Planners at all professional levels, providing advice, guidance and information on Project related issues.
  • He/she will seek and give Project Management advice and will be required to use his/her initiative to overcome technical obstacles and facilitate change in the PID etc.
  • He/she by his/her actions will generate significant influence on project management across DP community and other entities.
Contribution To Objectives:
  • He/she will be responsible for effective implementation of the PID applications towards the Branch Heads and ACOS/DACOS. This will directly affect the way the PID is managed.
  • He/she will contribute to the development of the PID and process workflows to support the effective utilization of the NATO Defence Planning Process.
  • In managing the PID, he/she will help to ensure that the DP is implemented and operated in accordance with all user requirements and the NDPP.
  • In coordination with the BH and the Resource Manager for the Division he/she will develop procedures, training and working practices.
Security ClearanceThe successful applicant will be required to apply for and receive a NATO Secret Security Clearance prior to final confirmation of contract and commencement of employment.Contract
  • This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
  • Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
